I you want to make a translation to get a free key, please check first the status of current translations and always contact me first before starting to translate.
For new translations there is one condition:
Only languages which have already been translated for Joomla will be admitted.
So if your language is not on this list http://community.joomla.org/translations.html it can not be integrated in Joomla in the MVC model (which will be the standard as of Joomla 1.6), and can not be used.
