I did it but the result is the image with the text {tooltip href=" www.joomla.org " target="_blank"} on the left and the text {end-link}tooltip text here{end-tooltip} on the right of the image.

Yes I enabled. I found what the problem is.
The plugin works only in content items and not in custom html modules.

Is it possible to make it work in custom html modules?

That module does not trigger the plugins content event. So use a module that will display html/articles which also calles the content events. I know there is at least one that does that, just don't knwo the name. Please search the JED.

Thanks found it. It's Include Content Item.plugin.
In order to work you have to change the order in the plugins list and put it before the pure css plugin..:-)
